THE BOARD OF DIRECTORS
The Board of Directors of the Authority consisting of 8 non-executive Members including the Chairman and the Director General is established by Section 22 (1-5) of the CAP 410. The Board of Directors is the governing body of the Authority which is guided by a Board Charter in execution of its function. The Director General is a Secretary to the Board.
The Section allows the Board to establish three committees which are:
- Audit Committee
- Advisory Committee; and
- Technical Committee.
THE DIRECTOR GENERAL
Section 24 (1 - 4) of the CAP 410 establishes the position of the Director General of the Authority. The DG is the Accounting Officer of the Authority, and under the general supervision and direction of the Board, he/she is accountable for the following broad responsibilities: -
- Management and operations of the Authority;
- Management of the funds, property and business of the Authority;
- Administration, organization and control of the officers and staff of the Authority; and
- Promoting training and disciplining of the officers and staff of the Authority in accordance with their terms and conditions of appointment.
The Management of the Authority is led by the Director General who is supported by five (5) Directorate, seven (7) units and six Zonal Offices.
PROCUREMENT AND SUPPLIES COMPLIANCE DIRECTORATE
The Directorate provides expertise and service on regulation of public procurement and supplies and regulate Procurement Entities.
PROCUREMENT AND SUPPLIES CAPACITY DEVELOPMENT DIRECTORATE
The Directorate provides expertise and services on standards for public procurement systems, stores systems and supplies systems as well as developing procurement management, stores management and supplies management capacity in PEs.
INFORMATION AND COMMUNICATION TECHNOLOGY DIRECTORATE
The Directorate provides technical expertise on e-Government, e- Security, e- procurement and e-supplies systems and ICT usage.
LEGAL SERVICES DIRECTORATE
The Directorate provides legal expertise and services to the Authority and Procurement Entities in matters related to Public Procurement and Supplies Management.
CORPORATE SERVICES DIRECTORATE
The Directorate provides expertise and support services on human resources management, administrative matters, accounts and financial matters. It deals with planning and coordination for effectiveness and efficiency.
INTERNAL AUDIT UNIT
The Unit provides independent, objective assurance and consulting services to Authority.
PROCUREMENT INVESTIGATION UNIT
The Unit investigates allegations, complaints, and reported cases of suspected breaches in the application of PPA, CAP 410 and recommend appropriate actions.
PROCUREMENT MANAGEMENT UNIT
The Unit manages procurement and supply of goods, works and services to the Authority in order to achieve the best value for money.
RESEARCH, DEVELOPMENT AND INNOVATION UNIT
The Unit undertakes research on public procurement and supplies management practices, Market trends and developments and maintain relevant statistics with a view of improving the public procurement system and public supplies management system.
RISKS MANAGEMENT AND QUALITY ASSURANCE UNIT
The Unit provides expertise on risk mitigation and supports enhancement of quality control.
PUBLIC RELATIONS AND COMMUNICATION UNIT
The Unit provides expertise and services on public outreach, public awareness and visibility of the Authority's mandate and functions to public procurement and supplies stakeholders and the general public.
MONITORING AND EVALUATION UNIT
The Unit monitors and evaluate implementation of the plans, budget, programs, projects and National Key Result Areas (NKRAs).
ZONE OFFICES
The Zonal Offices oversee the implementation of the Authority's functions as provided under CAP 410 within respective Jurisdiction. The Authority operates in six (6) zones as follows: -
(i) Coastal Zone: It covers Dar es Salaam, Pwani, and Morogoro Regions;
(ii) Central and Western Zone: It covers Singida, Tabora, Shinyanga, Katavi and Kigoma Regions;
(iii) Northern Zone: It covers Arusha, Kilimanjaro, Tanga and Manyara regions,
(iv) Lake Zone: It covers Mwanza, Kagera, Mara, Geita and Simiyu Regions;
(v) Southern Highlands: It covers Mbeya, Iringa, Njombe, Songwe and Rukwa regions; and
(vi) Southern Zone: Covers Lindi, Mtwara and Ruvuma regions.
