The Public Procurement Regulatory Authority (PPRA) has uncovered irregular payments totaling 47bn/- of public money that was dished out by institutions to contractors and service providers in violation of procurement procedures.

PPRA’s Chief Executive Officer, Eng. Leonard Kapongo, who told the Seventh Annual Procurement Government Workshop in Dar es Salaam recently that the regulatory body discovered the payments between 2016/17 and 2017/18,  also said they ordered the involved public institutions to recover the money and return it to the Government.

The revelation prompted Minister of State in the President’s Office, Regional Administration and Local Government, Seleman Jafo, to instruct the nation’s regulatory bodies and law enforcers to institute disciplinary measures against the defaulters of public procurement rules to deter others.

“Rescuing the money is one thing but those involved in the cheating should be held accountable as per the law and if possible confiscate their assets to compensate the government money,” he said and urged PPRA and other bodies to remain vigilant so as to ensure compliance with the country’s laws.

Mr Jafo implored PPRA to speed up implementation of the national electronic procurement system (Taneps) to aid much needed efficiency in public procurement.

“[Let] the process be speeded up to enable electronic procurement that will in turn help to increase value for money in public procurement,” he said, adding that the system would help eliminate loopholes, including fraud, in public procurement processes.

For his part, Eng. Kapongo highlighted the regulatory body’s lack of resources, including manpower, as the main challenges hindering the regulatory performance especially in conducting periodic inspections to procuring entities noting that with only 74 employees out of the required 152, PPRA can only inspect 100 public institutions out of over 500, per year.

The Annual Procurement Government Workshop 2019 had the theme Procurement in major projects Towards Tanzania Industrialisation.
