The Public Procurement Regulatory Authority (PPRA) has been challenged to speed up implementation of e-Procurement system to all procuring entities and suppliers in the country, TPJ has leant.

Speaking to officials of PPRA and Public Procurement Appeals Authority (PPAA) at a budget review session with the entities in Dodoma recently, the Chairperson for Parliamentary Committee for Budget, Mr. George Simbachawene,said the endeavor would help increase efficiency and effectiveness in public procurement system.

According to Mr. Simbachawene, most local government authorities face challenges in implementing their procurements including poor supervision of projects, corruption, lack of qualified procurement professionals and needlessly long procurement processes which, he said,cause huge lossesof money to the government.

Mr. Simbachawene expressed belief that the newly introduced Tanzania National e-Procurement System (TANePS) would go a long way in addressing most of challenges facing the procurement sector.

“PPRA should increase efforts in making sure that all PEs, especially local government authorities, use the e-Procurement system in order to reduce malpractices and save public funds,” he said.

During the session, most committee members showed positive expectations towards TANePS while advising PPRA to provide more education and training to stakeholders regarding the electronic system.

PPRA Chief Executive Officer, Eng. Leonard Kapongo, and PPAA Acting Executive Secretary, Ms. Florida Mapunda, presented their implementation reports including achievements made in previous three years and work plans for the next financial year.

TANePS, which was officially launched in June last year along with  other government’s electronic systems by Prime Minister Majaliwa Kasim Majaliwa,is meant to provide efficiency and other improvements in the country’s public procurement processes.

The system facilitates the country’s public procurement and supports various public procurement procedures including user registration, tender notification, tender preparation and submission, online tender evaluation, contract awarding, creation and management of catalogue, creation and management of framework agreements and auctions and payments.
