Minister of State in the President’s Office - Regional Administration and Local Government, Mr. Selemani Jafo, has decried the apparent lack of drive to attain value for money in some council projects, TPJ has learnt.

This came to light recently when the minister inspected projects being undertaken by district councils in the regions of Dodoma and Kigoma.

In one occurrence at the Hamai Health Centre project in Chemba District in Dodoma, Mr. Jafo was so shocked to see evidence of council’s failure to complete the work despite the fact that the Government had released sufficient funds amounting to TZS 400m/-more than 10 months ago for implementation of the project that he ordered the council to find its own funds to complete the project.

 “You now must look for your own funds to finalise the work… similar projects that received same amount of funds elsewhere have been completed,” he said and gave the council two weeks to do so.

The council officials, on their part, cited shortage of staff in key departments such as procurement as among challenges that hindered smooth implementation of the project. 

In another incident, Mr. Jafo also had to demand attainment of value for money in the implementation of the state funded one-stop centre project being undertaken in Kigoma Ujiji, charging that the 53 million/- spent already did not reflect that objective.

The centre is one of the buildings being built in six districts of Kigoma Region.
