Another function of PPRA in accordance with section 9 (1) (e) and section 106 of the Public Procurement Act No.7 of  2011 is to issue guidelines from time to time for the better carrying out of the objectives or any functions under the PPA, 2011. To this end PPRA has prepared several guidelines on evaluation.

Guidelines and User Manuals under preparation

The Authority will continue to draw up guidelines and procedures, to ensure that standards are set and hence help to implement good practice in procurement. Guidelines on the process of being developed include the Guidelines for Community participation.

Other Guidelines and User Manuals

For procurement which is funded by our Development Partners, we are required to use their Guidelines and User manuals. The most common Guidelines and user Manuals in use are those prepared by the World Bank and African Development Bank. These guidelines can be found in their respective websites.
